The result of these efforts was the creation of an incident-based reporting system that is being implemented in several states, with the goal of full implementation in all fifty states.

One of the more far-reaching cases involving houses of refuge was Ex Parte Crouse, heard by the Pennsylvania Supreme Court in 1838. In this case, Mary Ann Crouse was sent to the Philadelphia House of Refuge at the request of her mother, but her father complained that his daughter was unfairly confined because she was committed without his consent. The Pennsylvania Supreme Court denied the father’s petition on the grounds that the state has a right to remove children from the home, even over parental objections, because of parens patriae (Mennel 1973:14; Grossberg 2002:18).
