Skilled Workers’ Schools From the beginning of the People’s Republic of China, the retraining of over 4 million unemployed workers prompted preparation for the establishment of skilled workers’ schools. In 1949, there were only three schools, one in Changchun, another in Dalian and the other in Harbin. In 1952, there were 22 schools with 15,000 enrolments.
