Together, they have mobilized large sections of the people through different types of mass action and played important roles in the overthrow of Marcos and subsequent democratization. In conducting various socio-economic programmes, these NGOs have often assumed the functions of government in providing amenities and services to the poor majority. In fact, the 1987 Constitution adopted by Aquino’s government commends the roles played by NGOs and POs. The Local Government Code 1991, also passed during Aquino’s presidency, furthers the role of the NGOs in local affairs.

But, inevitably, there are differences because of the heterogeneity of the members of a collective. By reducing consensual relations of equality (which can only come about through negotiations between the people themselves) to relations of numerical equality between individuals, the back door is opened for the worst kind of individualism to creep in. It led to a grudging spirit, which was against other people getting a greater share than oneself. Such calculating control stifles the spirit of giving and generosity cultivated in communal traditions of reciprocity and mutual aid, based on the acknowledgement of difference.
